State Proposal 02-1 -- To Amend The Constitution Concerning Operation Of The SOCC

A PROPOSAL TO AMEND THE PROVISION OF THE STATE CONSTITUTION GOVERNING THE OPERATION OF THE STATE OFFICERS COMPENSATION COMMISSION (SOCC) The proposed constitutional amendment would: * Add Attorney General and Secretary of State to list of state officials whose salaries and expense allowances are determined by the SOCC. The list currently includes the State Legislature, Governor, Lieutenant Governor and Supreme Court Justices. * Require the legislature to approve by majority vote any salary and expense allowance determinations proposed by the SOCC before determinations go into effect. Currently, the SOCC's determinations go into effect unless rejected by a 2/3 vote of legislature. * Allow legislature to reduce compensation increases proposed by the SOCC. * Provide that the SOCC's salary and expense determinations would take effect after the next general election. Should this proposal be adopted?

State Proposal 02-2 -- To Increase Investment Options and Funding Allowed For Parks and Recreation

A PROPOSAL TO ALLOW CERTAIN PERMANENT AND ENDOWMENT FUNDS TO BE INVESTED AS PROVIDED BY LAW AND INCREASE ALLOWED SPENDING FOR STATE PARKS, LOCAL PARKS AND OUTDOOR RECREATION The proposed constitutional amendment would: * Allow certain permanent and endowment funds, including Natural Resources Trust Fund, State Parks Endowment Fund and Veterans Trust Fund, to be invested as provided by law, eliminating prior restriction on investing in stocks. * Increase Natural Resources Trust Fund cap on assets from $400 million to $500 million. * Allow the Natural Resources Trust Fund to continue to annually expend up to 33-1/3% of Fund royalties or other revenues, up to a new asset cap of $500 million. * Increase allowed State Parks Endowment Fund spending to include interest and earnings and up to 50% of funds received from Natural Resources Trust Fund. Should this proposal be adopted?

FIRE MILLAGE PROPOSITION -- CLAYBANKS FIRE MILLAGE

SHALL THE TAX LIMITATION ON GENERAL AD VALOREM TAXES WITHIN CLAYBANKS TOWNSHIP IMPOSED UNDER ARTICILE IX, SECTION 6 OF THE MICHIGAN CONSTITUTION BE INCREASED FOR SAID TOWNSHIP BY THREE QUARTERS (.75) MILL (75 CENTS PER $1,000 OF TAXABLE VALUE) FOR THE 10 YEAR PERIOD OF 2003 THROUGH 2012 INCLUSIVE FOR FIRE PROTECTION; AND SHALL THE TOWNSHIP LEVY SUCH INCREASE IN MILLAGE FOR SAID PURPOSE, THEREBY, RAISING IN THE FIRST YEAR AN ESTIMATED $23,900?

OPERATING MILLAGE FOR LIBRARY SERVICES FROM THE SHELBY DISTRICT LIBRARY -- GRANT LIBRARY MILLAGE

SHALL THE LIMITATION ON THE AMOUNT OF TAXES WHICH MAY BE ASSESSED AGAINST ALL PROPERTY IN GRANT TOWNSHIP, OCEANA COUNTY, MICHIGAN BE INCREASED BY NOT MORE THAN .25 MILL, ($0.25 PER $1,000.00 OF TAXABLE VALUE) FOR A PERIOD OF (4) YEARS (2002, 2003, 2004, AND 2005) FOR THE PURPOSE OF PROVIDING LIBRARY SERVICES FROM THE SHELBY DISTRICT LIBRARY; AND SHALL THE TOWNHSIP LEVY SUCH INCREASE IN MILLAGE FOR SAID PURPOSE THEREBY, RAISING IN THE FIRST YEAR AN ESTIMATED $12,000.00?

1. HESPERIA COMMUNITY LIBRARY MILLAGE PROPOSITION -- HESPERIA COMMUNITY LIBRARY MILLAGE

THIS PROPOSITION WILL RESTORE THE FULL AMOUNT OF THE PREVIOUSLY AUTHORIZED MILLS FOR THE HESPERIA COMMUNITY LIBRARY EXPIRING IN 2001. SHALL THE HESPERIA COMMUNITY LIBRARY, COUNTIES OF NEWAYGO AND OCEANA, MICHIGAN, LEVY AN AMOUNT NOT TO EXCEED .75 MILLS ($.75 ON EACH $1,000.00 DOLLARS OF TAXABLE VALUE) AGAINST ALL TAXABLE REAL AND TANGIBLE PERSONAL PROPERTY WITHIN THE HESPERIA COMMUNITY LIBRARY DISTRICT FOR A PERIOD OF FOUR (4) YEARS, 2002 TO 2005, INCLUSIVE, OF WHICH .7270 MILLS IS RENEWAL OF THE MILLAGE RATE EXPIRING IN 2001 AND .0230 MILLS ARE NEW ADDITIONAL MILLS TO RESTORE THE MILLS PREVIOUSLY AUTHORIZED, FOR THE PURPOSE OF PROVIDING FUNDS FOR ALL DISTRICT LIBRARY PURPOSES AUTHORIZED BY LAW; AND SHALL THE DISTRICT LIBRARY LEVY SUCH MILLAGE FOR SAID PURPOSE; THE ESTIMATE OF THE REVENUE THE DISTRICT LIBRARY WILL COLLECT IF THE MILLAGE IS APPROVED AND LEVIED BY THE DISTRICT LIBRARY IN THE 2002 CALENDAR YEAR IS APPROXIMATELY $73,590.00?

2. HESPERIA COMMUNITY LIBRARY MILLAGE PROPOSITION -- HESPERIA COMMUNITY LIBRARY MILLAGE

SHALL TAXES BE INCREASED AGAINST ALL TAXABLE REAL AND TANGIBLE PERSONAL PROPERTY WITHIN THE HESPERIA COMMUNITY LIBRARY DISTRICT IN AN AMOUNT NOT TO EXCEED .25 MILLS ($.25 ON EACH $1,000.00 OF TAXABLE VALUE) FOR A PERIOD OF FOUR (4) YEARS, 2002 TO 2005 INCLUSIVE, FOR THE PURPOSE OF PROVIDING FUNDS FOR ALL DISTRICT LIBRARY PURPOSES AUTHORIZED BY LAW; AND SHALL THE DISTRICT LIBRARY LEVY SUCH ADDITIONAL NEW MILLAGE FOR SAID PURPOSE; THE ESTIMATE OF THE REVENUE THE DISTRICT LIBRARY WILL COLLECT IF THE MILLAGE IS APPROVED AND LEVIED BY THE DISTRICT LIBRARY IN THE 2002 CALENDAR YEAR IS APPROXIMATELY $24,530.00?

ROAD MILLAGE RENEWAL PROPOSITION -- GOLDEN TOWNSHIP ROAD MILLAGE RENEWAL

SHALL THE PREVIOUS VOTED INCREASE IN THE 15 MILL TAX LIMITATION IMPOSED UNDER ARTICLE IX, SEC 6 OF THE MICHIGAN CONSTITUTION ON GENERAL AD VALOREM TAXES WITHIN GOLDEN TOWNSHIP BE RENEWED AT 2 MILLS ($2.00 PER $1,000 OF TAXABLE VALUE) FOR THE PERIOD OF 1999 THROUGH 2003 INCLUSIVE FOR THE PURPOSE OF MAINTAINING AND/OR IMPROVING STREETS AND HIGHWAYS WITHIN GOLDEN TOWNSHIP; AND SHALL THE TOWNSHIP LEVY SUCH RENEWAL MILLAGE FOR SAID PURPOSE, THEREBY, RAISING THE FIRST YEAR AN ESTIMATED $146,038?

OTTO TOWNSHIP ROAD MILLAGE PROPOSITION -- OTTO ROAD MILLAGE

SHALL THE TOTAL TAX LIMITATION IMPOSED BY ARTICLE 9, SECTION 6 OF THE MICHIGAN CONSTITUTION OF 1963 IN OTTO TOWNSHIP BE INCREASED BY 1 (ONE) MILL ($1.00 PER $1,000.00 OF THE TAXABLE VALUE) FOR A PERIOD OF 10 (TEN) YEARS, (2002-2011) FOR THE PURPOSE OF IMPROVING PUBLIC ROADS WITHIN THE TOWNSHIP? IF THIS MILLAGE IS ADOPTED, IT IS ESTIMATED THAT THE TOWNSHIP WILL RECEIVE AN ADDITIONAL INCREASE OF $13,709 IN THE FIRST YEAR.

RENEWAL OF SPECIAL OPERATING MILLAGE FOR OCEANA COUNTY EMERGENCY AMBULANCE -- AMBULANCE MILLAGE RENEWAL

SHALL THE LIMITATION ON THE AMOUNT OF TAXES WHICH MAY BE ASSESSED AGAINST ALL PROPERTY IN OCEANA COUNTY, MICHIGAN BE ESTABLISHED AT .50 MILL (FIFTY CENTS ($.50) PER EACH $1,000.00 OF TAXABLE VALUE) FOR A PERIOD OF TWO (2) YEARS (2002-2003) FOR THE PURPOSE OF PROVIDING MILLAGE TO THE COUNTY OF OCEANA FOR THE CONTINUED OPERATION OF THE OCEANA COUNTY EMERGENCY AMBULANCE SERVICE?

RENEWAL OF SPECIAL OPERATING MILLAGE FOR OCEANA COUNTY MEDICAL CARE FACILITY -- MEDICAL CARE MILLAGE RENEWAL

SHALL THE LIMITATION ON THE AMOUNT OF TAXES WHICH MAY BE ASSESSED AGAINST ALL PROPERTY IN OCEANA COUNTY, MICHIGAN BE ESTABLISHED AT 2.50 MILLS (TWO DOLLARS AND FIFTY CENTER ($2.50) PER EACH $1,000.00 OF TAXABLE VALUE) FOR A PERIOD OF FIVE (5) YEARS (2002-2006) FOR THE PURPOSE OF PROVIDING MILLAGE TO THE COUNTY OF OCEANA FOR THE CONTINUED OPERATION OF THE OCEANA COUNTY MEDICAL CARE FACILITY? IT IS ESTIMATED THAT THIS MILLAGE WILL GENERATE $1,765,485 IN ITS FIRST YEAR. THE PROPOSED MILLAGE IS A RENEWAL OF THE 2.50 MILLS FOR OCEANA COUNTY MEDICAL CARE FACILITY OPERATING PURPOSES PREVIOUSLY APPROVED BY THE ELECTORS OF OCEANA COUNTY AT THE SPECIAL ELECTION OF MAY 13, 1997 AND WHICH EXPIRED WITH THE 2001 TAX LEVY.
