State Proposal - 04-1 -- Constitutional Amendment for Voter Authorization of Gambling

A PROPOSAL TO AMEND THE STATE CONSTITUTION TO REQUIRE VOTER APPROVAL OF ANY FORM OF GAMBLING AUTHORIZED BY LAW AND CERTAIN NEW STATE LOTTERY GAMES

The proposed constitutional amendment would:

* Require voter approva l of any form of gambling authorized by law after January 1, 2004.

* Require voter approval of any new state lottery games utilizing 'table games' or 'player operated mechanical or electronic devices' introduced after January 1, 2004.

* Provide that when voter approval is required, both statewide voter approval and voter approval in the city or township where gambling will take place must be obtained.

* Specify that the voter approval requirement does not apply to Indian tribal gaming or gambling in up to three casinos located in the City of Detroit.

Should this proposal be adopted?

State Proposal - 04-2 -- Constitutional Amendment Concerning Marriage or Similar Unions

A PROPOSAL TO AMEND THE STATE CONSTITUTION TO SPECIFY WHAT CAN BE RECOGNIZED AS A 'MARRIAGE OR SIMILAR UNION' FOR ANY PURPOSE

The proposal would amend the state constitution to provide that 'the union of one man and one woman in marriage shall be the only agreement recognized as a marriage or similar union for any purpose.'

Should this proposal be adopted?

LEONI TOWNSHIP FIRE DEPARTMENT PROPOSAL -- FIRE DEPARTMENT PROPOSAL

Shall the currently authorized millage limitation on general ad valorem taxes within Leoni Twonship, previously approved by the electors of Leoni Township, be increased by 1.25 mills ($1.25 per $1,000.00 of taxable value) for the period of 2004-2008, inclusive, for the operation of Leoni Township fire department; and shall the Township levy such increase in millage for said purpose, thereby raising in the first year an estimated $40,224.03?

NORVELL TOWNSHIP POLICE DEPARTMENT PROPOSAL -- POLICE DEPARTMENT PROPOSAL

A PROPOSAL TO AUTHORIZE FUNDING, EXCLUSIVLEY FOR THE OPERATION OF THE NORVELL TOWNSHIP POLICE DEPARTMENT FOR A PERIOD OF TWO (2) YEARS Shall the tax limitation on general ad valorem taxes (Real and Personal Property) within Norvell Township, Jackson County imposed under Article IX, Sec. 6 of the Michigan Constitution be levied for said Township by 0.95 mills (95 cents per $1,000 of taxable value) for the period of 2004 through 2005 inclusive for the operation of the Norvell Township Police Department; and shall the Township levy such increase in millage for said purpose, thereby, raising in the first year an estimated $93,400?

SPRINGPORT TOWNSHIP PROPOSAL -- NEW RESCUE TRUCK AND NEW TANKER TRUCK - SPRINGPORT TOWNSHIP

Shall the 15 mill tax limitation on general ad valorem taxes within Springport Township imposed under Article IX, Section 6 of the Michigan Constitution be increased for said Township by 1.0 mills ($1.00 per $1,000.00 of taxable value) for a period of (3) years 2004 through 2006 inclusive for a new rescue truck and new tanker truck. Shall the Township levy such increase in millage for said purpose, thereby raising in the first year an estimated $40,400.00?
