State Proposal - 04-1 -- Constitutional Amendment for Voter Authorization of Gambling

A PROPOSAL TO AMEND THE STATE CONSTITUTION TO REQUIRE VOTER APPROVAL OF ANY FORM OF GAMBLING AUTHORIZED BY LAW AND CERTAIN NEW STATE LOTTERY GAMES

The proposed constitutional amendment would:

* Require voter approva l of any form of gambling authorized by law after January 1, 2004.

* Require voter approval of any new state lottery games utilizing 'table games' or 'player operated mechanical or electronic devices' introduced after January 1, 2004.

* Provide that when voter approval is required, both statewide voter approval and voter approval in the city or township where gambling will take place must be obtained.

* Specify that the voter approval requirement does not apply to Indian tribal gaming or gambling in up to three casinos located in the City of Detroit.

State Proposal - 04-2 -- Constitutional Amendment Concerning Marriage or Similar Unions

A PROPOSAL TO AMEND THE STATE CONSTITUTION TO SPECIFY WHAT CAN BE RECOGNIZED AS A 'MARRIAGE OR SIMILAR UNION' FOR ANY PURPOSE

The proposal would amend the state constitution to provide that 'the union of one man and one woman in marriage shall be the only agreement recognized as a marriage or similar union for any purpose.'

SPECIAL OPERATING MILLAGE FOR MASON-OCEANA COUNTY TRANSPORTATION SYSTEM -- MASON-OCEANA TRANSPORTATION SYSTEM

Shall the limitation on the amount of taxes which may be assessed against all property in Oceana County, Michigan be established at the rate of up to .60 mil (sixty cents ($.60) per each $1,000.00 of Taxable Value) for a period of four (4) years (2005-2008) for the purpose of providing millage to operate the Mason-Oceana County Transportation System? It is estimated that this millage will generate $486,282 in its first year.

OTTO TOWNSHIP ROAD MILLAGE PROPOSITION -- ROAD MILLAGE PROPOSITION

Shall the total tax limitation imposed by Article 9, Section 6 of the Michigan Constitution of 1963 in Otto Township be increased by 1 (one) mil ($1.00 per $1,000.00 of the Taxable Value) for a period of 4 (four) years, (2004-2007) for the purpose of improving Public Roads within the Township? If this millage is adopted, it is estimated that the Township will receive an additional increase of $16,713 in the first year.

PENTWATER TOWNSHIP CEMETERY MILLAGE RENEWAL PROPOSITION -- CEMETERY MILLAGE RENEWAL PROPOSITION

Shall the previous voted increase in the tax limitation imposed under Article IX, Sec. 6 of the Michigan Constitution on general ad valorem taxes within Pentwater Township be renewed as .35 mill (.35 cents per $1,000 of taxable value) for the period of four (4) years, 2005 through 2008 inclusive for the purpose of maintaining an estimated $47,740.58 in ad valorem taxes in the first year?
